Unable to act. No control over a situation. Imagine your hands tied behind your back so you can’t drive a vehicle. Typically said by bureaucrats who are just ‘following the rules’ their hands are tied.

“Dear, I know the country club does not allow women but that’s their rules and my  hands are tied on the matter.”
