Evading capture, such as a criminal from the police. It is a hiding game that can be romantic between two lovers or a serious matter of authorities searching for a criminal. The phrase is illustrated by the fact that a cat will search and wait for a mouse which, in turn, is hiding and sneaking around to prevent capture.
