Trouble-maker. One who incites trouble, protest or outrage. ‘Rabble’ typically refers to a riotous group, so one who incites a riot is a rabble-rouser (rouses up protestors.) A rabble-rouser can be a difficult thorn in the side of authority or, to others, a liberator.
