Overworked. ‘Run’ in the sense of running an engine, but in this case it’s a worker; ‘ragged’ in the sense that the worker is utterly worn out. (Compare to Frazzled, Spread oneself thin, Jump through hoops or Snowed  under.)

“He ran his last secretary ragged, so she quit.”
