Accept responsibility for a wrong doing or criminal activity. ‘Rap’ is used in the sense of a ‘rap sheet’ which is a list of one’s criminal activities compiled by police and court systems. So to confess to a crime will add your crime to a rap sheet.

“The principal’s son was with  us when we sneaked into the cafeteria and stole money, but when the principal asked who did it, I took the rap to  protect his son.”
