Strict.  Harsh judgement.  Judge’s decision for maximum punishment. The ‘book’ refers to laws  and to ‘throw it’ is to find every rule or law broken by a defendant.

“That shopkeeper does not like skateboarders so he will throw the book at you for skating on private property.”
