Willingly allowing an exception to the rule.  “Wink” refers to someone who understands you and they are bending the standard operating procedures. (Compare to Nothing to sneeze at.)

“The store clerk asked if I was old enough to buy beer and I assured  him I was so with a wink, he let me get it.”
